It's a refrence to Eden of the East and means essentially Nobility obligates, meaning that if you have power, you are both obligated to use it and those below you are obligated to follow.

Pretty much. Machiavelli pretty much promoted it with his The Prince but it was later put into practice by Louis XIV.
